- France Health Insurance Information
As early as the
beginning of the
20th century the
French
Government
encouraged the
creation of
insurance
companies.
Two different
type of Health
care
organization
co-existed:
insurance
companies which
are profit
driver and the
mutuelles that
have
historically
been associated
with group non
profit
organization
(cooperatives).
Generally the
government
required
employers to pay
for any
indemnity
occurring as a
result of
injury,
maternity,
sickness or even
death.
Later during the
IVth Republic
socially
vulnerable
citizens as well
as children and
women were
entitled to
benefit from the
social security.
The Constitution of the IVth
Republic, adopted by referendum
in 1946, a constitutional state
obligation to provide financial
assistance to those deemed most
socially vulnerable, most
notably women, children, and
retired workers.
At this time there was 2
different system: the "regime
general" and the "regime
particuliers" for some specific
industries.
From 1946 the "securite sociale"
was created. It provided with
French citizens limited
coverage.
For full Healthcare coverage
citizens had to pay for a
complementary system "assurance
complementaire" wich filled the
gap between basic coverage and
full Medical cost.
The French national security
system has also been providing
citizens with retirement
pensions indirectly paid by the
employer to the French
Government.
Foreign expatriates are
generally not eligible to the
French Health Care system unless
they are European citizens and
have been living in France some
time.
